Description: 

The United Nations Environment Programme (UNEP) is the United Nations System’s 
designated entity for addressing environmental issues at the global and regional level. Its 
mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of 
governments and the international community for action. The Quality Assurance Section 
(QAS) is part of the Executive Office of UNEP and coordinates UNEP’s overall 
planning, programming, project screening and monitoring processes. This post is located in UNEP/QAS at the Nairobi Duty Station. Under the guidance and supervision of the 
Chief, QAS, the Senior Programme Officer will carry out the following duties:
 
Responsibilities
 
1. Coordinate the formulation of the biennial programmes of work and budgets and associated progress indicators by the Divisions and ensure that cross cutting sub-programme plans and  strategies achieve overall organizational goals, and targets are met through the individual divisional activities and outputs. 2. Serve as focal point for results-based management within UNEP, and provide strategic advice to divisions and thematic coordinators during the development of the Strategic Framework and Programme of Work, and ensure consistency across sub programmes. 3. Lead the incorporation of lessons learnt from outcome of evaluations and self-assessments into UNEP’s strategic documents, and serve as the QAS focal point for evaluations. 4. Draft and finalize reports and strategic documents for submission to the Committee of Permanent Representatives, the Governing Council/Global Ministerial Environment Forum, and the General Assembly, in particular on UNEP-wide issues, such as the implementation of the Ball Strategic Plan; 5. Represent UNEP in relevant inter-agency working groups and meetings on strategic planning, evaluation, and results-based management. 6. Undertake other duties as required by the Executive Director, Deputy Executive Director and Chief, QAS.

monitoring and quality assurance. The incumbent should be conscientious and efficient in 
meeting commitments, observing deadlines, achieving results and highly motivated 
professionally especially when faced with difficult problems and challenges. 
Communication: Ability to communicate distinct organizational directions, maintaining 
effective partnerships and collaborative working relations including the ability to present 
sensitive issues/positions, while upholding decisions that are in the organization’s interest 
even if they are unpopular. Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from different point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients environment to keep them informed and anticipate problems; keeps clients informed of progress or setbacks in projects. 
Leadership: Proactive in developing strategies to accomplish objectives and drive
for change and improvement; Facilitate understanding of common objectives and vision while delegating to empower others in their areas of expertise.
 
Education
 
An advanced university degree in environment, sustainable development, public /business 
administration, economics or other relevant discipline. A first university degree in 
combination with qualifying experience may be accepted in lieu of the advanced degree.
 
Work Experience
 
A minimum of ten years of progressively responsible professional experience in programme/project planning, development, coordination, implementation and evaluation. Managerial experience in  environmental and sustainable development and policy analysis. Knowledge of UN programme planning and of UNEP institutional mandates, policies, guidelines and administrative processes an asset. Working experience in developing countries and knowledge of the institutions of the UN system desirable.
 
Languages
 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency In oral and written English Is required. Knowledge of a second official UN language an advantage.
 
Assessment Method
 
Evaluation of qualified candidates for this position may include a substantive assessment 
which will be followed by a competency-based interview.
